Formal Criteria for Application

Within the years 2004 and 2005, the REGINS consortium will publish all in all three calls for proposals for inter-regional cooperation projects. During the different calls are open, public bodies or public equivalent bodies coming from the participating partner regions can elaborate project proposals and submit them to the REGINS consortium. In order to be considered as an sub-project proposal, all applications have to match some basic eligibility criteria:
  • Project participants applying for ERDF-funding have to be public bodies or public equivalent bodies.
    Public equivalent body in the interpretation of the EU legislation on public procurement, means any legal body governed by public or private law
    1) established for the specific purpose of meeting needs of general interest, not having an industrial or commercial character (This definition does not e xclude bodies partly having an industrial or commercial character, which deal with public tasks. These bodies may be asked to submit a clarification statement issued by national authorities), and
    2) having legal personality, and
    3) either financed, for the most part, by the State, or regional or local authorities, or other bodies governed by public law,
    or subject to management supervision by those bodies,
    or having an administrative, managerial or supervisory board, more than half of whose members are appointed by the State, regional or local authorities or by other bodies governed by public law.
  • The official application form for sub-projects has to be filled in properly and has to highlight all required "key issues".
  • The defined work programme of the sub-project has to fit into one of the three thematic priorities.
  • The application has to be submitted before the call for sub-project proposals is closed.
After the application is submitted to the REGINS consortium, a basic eligibility and content pre-check identifies whether the submitted proposals meet the minimum requirements to get shortlisted. After a pre-selection process by the Thematic Committees, an in-depth assessment based upon a transparent rating system is done by the Steerig Committee. The final selection and approval of RFO sub-projects will be done by the Steering Committee, too.
